The biggest failure of citibike is the 10-5am period. We all know NYC is the city that never sleeps, so there’s no excuse for less than 100% usage 24 hours a day.

Even if CRHSR does run at a loss, it's worth noting that building new lines to free capacity for a booming freight sector which does make money probably isn't a bad deal. And obviously the most in demand passenger routes are profitable.
