The biggest reason I am skeptical of carrots and sticks for local governments to get planning right is that it isn't clear they think in terms of costs and benefits in the first place.

Heritage overlays especially seems to be a tick box methodology regardless of the cost

Electric cars charge at night in the US.

This is a terrible pattern for a grid awash in solar. If the pattern holds in Oz this suggests a serious potential inefficiency.

Governments should consider mandating/subsiding chargers at the office where cars are during the day!

Density often leads to more amenities and community resources.

But the reverse is also true. Low density & high house prices leads developers to try and convert community pools to more housing.
