New paper led by PhD student Ryan Zhou: sciencedirect.com/science/articl… We assessed the impacts of the 2021 Texas winter storm over three stages: the initial-hit stage, power-outage stage, and recovery stage. We also found impact disparities especially during the initial-hit stage.
