Approval of local referenda is the decision of local taxpayers. But the state could assure that those taxpayers are armed with information they need by making changes here.

3) Hiding tax declines if the referendum is rejected. Many districts schedule referenda when TIF/old referenda are expiring in order to make the claim that taxes will 'remain the same.' But they usually don't highlight the decline that could occur if the referendum is rejected.
