Changes compared to 2022.

While union RC petitions were roughly the same, RM petitions filed by employers exploded after the CEMEX decision. I'm not sure how to count these, many are for new organizing where unions didn't make a filing, but others are repeat filings where unions did file for elections.

RM petitions were rather rare before this year, and the increase is so high that there were more RMs filed in the last 3 months than about the previous 5 years combined.
