Unfortunately not everyone has the right to seek safety.

The 1951 Refugee Convention prevents Palestinians from receiving UNHCR services, due to UNRWA.

And since UNRWA lacks a mandate to resettle, Gazan civilians are forced to remain in an active war zone as pawns of Hamas.
