The FTC’s ban on non-competes announced today exempts Senior Executives with an existing non-compete who make at least $151,164 a year and who are “in a policy making position.” For college sports fans, that raises the question whether the ban applies to head coaches. I think so.

Virtually every head coach contract requires the HC to comply with university and athletics department policies. That would seem to undermine any argument that the HC sets policy.
