I think it’s worth noting which hospitals are NOT declaring major incidents. Different hospitals operate different levels of ‘open disclosure’ when it comes to being overwhelmed.

931 patients waiting on a bed in our EDs. All have been assessed and require admission. Inhumane conditions for patients and staff. The core problem is capacity, in the past decade successive Governments have failed to increase capacity to meet the needs of a growing population.
