On April 28th, Governor Greg Gianforte signed House Bill 337, which reduces the state’s top income rate from 5.9% to 5.4% by 2027. The bill also increases the threshold for the lower income bracket and expands the state’s EITC match to 20% of the federal credit.

NEW ANALYSIS: We examined the Manager's Amendment to H.R.1, which modifies SALT deductions, AMT provisions, and itemized deduction limitations. Compared to the pre-amendment version, we found this would reduce revenue by $22 billion from 2026-35. 🧵

New analysis: The 2025 American Family Act would expand the Child Tax Credit to $4,320 for children under 6 and $3,600 for children 6-17, with a $2,400 baby bonus for newborns. Our microsimulation shows the policy would cost $2.5 trillion over 10 years and cut child poverty 25%.

On SALT: Thanks to PolicyEngine US we can see that families (married w/ at least 1 kid) making $250k or $500k living in NY, NJ, and CA and in the 90th percentile (!) for itemized deductions pay lower taxes under either House or Senate OBBB but with a $30k SALT cap. Link below:

New: Arnold Ventures used PolicyEngine to compare taxes between TCJA expiration and House & Senate reconciliation bills, with $30k SALT cap. Married filers with one child, income of $250k/$500k, and 90th percentile deductions pay less tax under reconciliation bills in CA/NY/NJ.
