In ‘24, the PSA commenced 805 enforcement cases to ensure compliance with the licensing regulations. We undertook 144 contractor inspections, 231 unannounced compliance inspections on licensed premises, and investigated 217 buyers of security cases with 4 successful prosecutions.

Video doorbells which monitor/ record images for security purposes fall within the scope of CCTV licensing. The installation, servicing and maintenance of such products is a licensable activity. Providers of these services must hold a contractor licence in the CCTV sector.

On 21 March 2025, Mr. Andre Walsh of Phibsboro, Dublin 7 was fined €2,200 plus costs of €3,983.90 for providing security guard services without a licence. The conviction followed an investigation by the PSA into the provision of security guard services in the Dublin area.

Recorded turnover for the licensed security industry surpassed €1 billion in 2024. The figures, taken from details provided by contractors in their applications can be up to two years old depending on when a contractor last renewed their licence. #PSAIreland

Buying low cost or unlicensed security may seem a good idea but consider the risks. Low cost can indicate that legal requirements on wages, health & safety or equipment are being breached creating risks for your staff, customers and business if something goes wrong.

PSA Inspectors may enter any place where they have reasonable cause to believe a security service is being provided and inspect, examine and search such place. Any person who obstructs or hinders an Inspector in the performance of their duties is guilty of an offence.
