The obvious thing to say is that The Maker had proper build-up but I also think it has to do with what these characters just are. Batman Who Laughs is just "what if Batman was the Joker!!!" And is kinda dull as a result. The Maker has a lot more going on

I get being mad at a character not being properly adapted, but at the same time, Ben is a very specific character to adapt that you have to dedicate quite a bit of time to, and he's also very similar to Peter Parker personality wise
