Stefan C. Aykut Agree, courts can nudge but action means policy & enforcement. But it's a strange loop - executive failure sends people to courts but responsibility to implement orders again falls on the executive.

In other words: cases such as the Swiss elderly womens' victory before the European Court of Human Rights are important, but not decisive by themselves. They are effective only if supported by pressure from within & outside the political system.
