Mike Tomlin characterized Howard's throwing-hand injury as short-term and said it's possible he could still play in the preseason, though the rookie QB is likely to not return to practice till before the regular season.

As matter of principle, the Steelers do not redo contracts that have multiple years remaining on them. Quarterback was the exception when Ben Roethlisberger was here. The Steelers made T.J. Watt wait until one year was left on his contract before giving him a new deal.
