This is nuts. I don’t get why people think privatized healthcare is a good thing.

Although I don’t think this is practical to implement with an actual card, this is essentially how carbon pricing works.

You are given an amount of money up front (rebate) and then you pay the tax through the year. If you buy less fuel you end up with a balance.
