Patch 14.12!

Systems
- Systems are mostly in a good spot right now (snowballing, role power, game time, etc.).

- We're making some small tweaks to over/underpowered items and runes.

- In the AD Crit space, scout's slingshot, ldr and shiv are a bit weak and receiving some

Statikk Shiv change:
- Pickaxe added to recipe, cost unchanged

Scout's Slingshot buffs:
- Second Dagger added to recipe
- Total cost reduced from 900 to 800

Noonquiver change:
- Additional Long Sword added to recipe, cost unchanged
- AD reduced from 25 to 20

Lord Dominik's Regards change:
- Cloak of Agility replaced by Noonquiver in recipe, cost unchanged

Skarner changes:
- Base health reduced from 650 to 610
- Health growth increased from 102 to 105
- P health damage changed from 7% - 10% max HP to 5% - 11%

Akshan changes:
- P base damage changed from 10 - 165 to 15 - 150
- E base damage reduced from 25 - 85 to 15 - 75
- E AD ratio changed from 17.5% bonus AD to 15% total AD

Akali nerf:
- Base MR reduced from 37 to 32

Hey, remember when we changed the font in League of Legends?

That was due to a technical constraint (We didn't have font fallback capability), which has now been lifted!

So coming patch 14.13, which is 2 patches from now, the old font is going back in.
