The Sundered Sky bugfix was a significant buff to Briar. She's over the line in average mmr so we're nerfing overall + buffing Q range a bit.

Stats: HP/lvl: 100 > 95
Q Range: 450 > 475
W AS: 54-110% > 55-95%
