Starts to make sense when you take the totality of research (Tony Cheng's 'The Policing Machine') & reporting (@ericuman & others) into account. The NYPD largely operates independently. Their NYC CCRB is shackled & hampered - reliant on the NYPD for access to records & footage.

Think weak state-level gun laws aren't a problem Morgan C Williams Jr: 'In '14, the Iron Pipeline was responsible for roughly 28% of the crime guns recovered throughout the state of New York. In '21, these states accounted for 40% of NY State crime gun recoveries.'
