Rather than say a service isn’t effective professionals can sometimes blame the person saying “refused to engage in services” They see people as passive recipients of bad services. What would happen if we labelled leaders reluctant or hostile to any change as “refused to engage”?

For clarity I have approached Department for Levelling Up, Housing & Communities for an on-record update on progress towards a full local public inquiry. It’s my understanding that leaders at @bhamcitycouncil knew nothing of this development either, which seems an odd way to work. Perhaps there should be an inquiry into it?
