If the europhobes stay in command of a significant Conservative Party, then accession will remain difficult if not impossible. They have to be driven so low that they become insignificant or have the europhiles take back control.

If anything, having both major parties be pro-Brexit will just entrench Brexit as the new status quo. The new normal.

PR might be more reliable, but would take longer

That fact that any form of Brexit hurts everyone is irrelevant.
