Reforming SC to have no permanent seats requires Charter amendment which, whether under Art.108 or thru an Art.109 Gen'l Conf, would require ratification by 2/3 UN Members "including all" P5, i.e., all the P5 would have to agree to give up their permanent seats. Highly unlikely.
