I grew up in a school district w longstanding a SLO program and believe me when i tell you that they werent catching cartel members. they were making children feel unsafe about bringing big issues forward to adults because they were scared of being criminalized.

'Cracking down' on encampments would be building deeply affordable permanent social housing and truly investing in wrap around mental health support.

Anything else is just code for funneling people into prison.
