Civil servants should never be put in the position of choosing between following a ministerial instruction & the law. We’ve taken the decision to launch a JR of the Rwanda Act. We do so to protect our members, to protect their integrity & their ability to adhere to the CS code.

This is literally called a New York bike lock.

Civil servants are suing the govt for putting them in a compromising situation by passing the Rwanda Act: either break the new 'law', or break their duty under the Civil Service Code.
