You suffer from schizophrenia, there exists not such a district first of all. It’s called Sayyid Karam.

RNPS5 برلاس افغان There was an Instagram post where some Hindutva nationalist (with lots of followers) falsely claimed that the names of Afghan cities and provinces were of Sanskrit origin.

Some Indophile bootlickers picked it up.

Here they said the same about Laghman.

أبو القاسم الكُنَرِي برلاس افغان Here is the catch: The Indians in their Indian books describing the “Mlechhas” (non-Indians) called the country Lampaka in their Sanskrit. No native has ever called it Lampaka except the Indians (Marundas). The Chinese called Laghman: Lanpo or Lam-po such as Huen Tsang & Xuanzang

أبو القاسم الكُنَرِي برلاس افغان That doesn’t mean Laghman was called Lampaka or Lan-po or Lampo. It only means that the Indians in their ugly Sanskrit called it Lampaka, they also called us Pathans does that mean we called ourselves Pathans? No. It’s just their own ugly word for it.
