I’d settle for just paying people .45p per mile to travel by 🚲/🚶‍♀️(the same rate they’d get in a 🚗) for business mileage? No cost, only benefit and incentive. It’d certainly be an interesting thing to trial in cities who don’t congestion charge but need travel change...
