As Bobbi-Jeanne Misick reports, Mr. Ernesto Rocha Cuarda had filed many grievances *and* filed a federal court case seeking release from detention. But the federal court case, like others filed by detained people in LA, languished for months. He died in detention, waiting for a ruling. 1/
