The details get a little wonky, but here’s the TL,DR: Senate leaders are cynically trying to shave off $1.5 billion from what they owe inadequately funded, low-wealth school districts using an unprincipled and bogus methodology to undercount kids in poverty.

The only reason to use such a bogus methodology is to back into a lower price tag. They want to artificially undercount poor kids and pass the buck to school districts and local taxpayers. It disingenuous and wrong, and House leaders and Governor Josh Shapiro should reject it.

We need a new funding system. The court has ordered it. The House has pointed the way: a 7-year plan to close the $5.1 billion adequacy gap. That's the need. We won't be fooled by any new investment for 2024-25 that doesn't write into law a long-term plan to fix the underfunding.

While the investment was not as bold as hoped for, $494M is a large number. What's transformational is the state's decision to accelerate funding to districts with the greatest need - prioritizing districts with the largest gaps. It's a whole new paradigm for future funding.
