The more I read on this, clearer it becomes A's did not expect Oakland to get as much done on Howard Terminal as they did.

As Oakland kept moving towards HT deal, A's kept moving goalposts. Once Oakland was ready to seal HT deal w/ mediator, A's walked away with no explanation.

So, Dave Kaval’s “parallel paths” from 2021-2023 was actually a singular path focused on LV. A’s efforts in Oakland weren’t sincere, and they wasted nearly 2 years of Oakland’s time and money.
