Universal credit removed the very weakest work incentives faced by workers. Fewer claimants face big cliff-edges in benefit entitlement, or situations where they are no better off by increasing their earnings. But these problems have not been eliminated entirely.

I wasn’t planning to comment but treating existing claimants differently to new claimants when making changes to social security is very common. Can feature as protecting levels or staying under old rules - examples, abolition of SDA in 2001, intro LHA in 2008, abolition WCA 2017
