Emma Degg CEO states that a place-based trade policy should not view England as a homogeneous whole. She argues that trade is a significant part of the economy, especially in regions like the Northwest.

The lack of discussion and embedded relationships mean that trade policies are not influenced properly by what's happening on the ground.

Additionally, without the right capacity on the ground, businesses cannot be supported in a much more complex environment. Degg notes that while the leveling-up funds are there, the capacity isn't.
