That's 'thundering disgrace' territory, and would be a major crisis, if we or perhaps just the media had any standards left.

Sean Clancy has guards with him 24/7. Where were they? Did they get the car registration? Did they set an example? And if not, why? Again this video stinks of being set up. There is nothing to prove it is real but certainly something to be gained by Government from the narrative.

Unless you think Helen McEntee TD is lying about what the Department told her (and I doubt she would do that) then 80% it is. You can ignore the interest groups' squeakings. Not only do they have skin in the game, but they don't have the overall picture, and the Department do.
