You can move your kid to another public school in South Dakota right now. 'Open enrollment' has been around for about 30 years. The public tax dollars would go with them to the new public school. This is ONLY about private schools. Anything else is a sham argument.

Taking money from already underfunded public schools to give to private schools in the name of 'choice.' The only actual choice is whether the private school will accept your kid. This is completely unconstitutional, a money grab, and a scam. Don't let it pick up momentum.
