OMG, it's been awhile since I've looked at demographic projections for Canada. The number of 18 year-olds is projected to jump by 20% in the next five years. That should make for some interestinf times at universities. (numbers in thousands).

It's unclear who the ultimate person responsible for this is in Canada. It could be useful to consider the idea of some sort of foreign influence champion / deputy minister / anyone who will be accountable on this issue.
