The Head of the United Nations in Ukraine, Matthias Schmale Matthias Schmale condemned the attack on the UN humanitarian convoy in the Kherson region: "Deliberately targeting humanitarians& humanitarian assets is a gross violation of international humanitarian law& might amount to a war crime."

Late in the evening of 13 October, Kharkiv came under aerial bombardment. One powerful glide bomb struck the grounds of a hospital. At the time of the strike, around 120 patients and 10 hospital staff members were on site. 7 civilians were injured and more than 50 patients
