Even putting Gaza aside, if we focus just on the West Bank and East Jerusalem, Israel is a criminal state. It is an occupier, an annexer, its military doesn't fulfill obligations under int'l law but flouts them. The settlement enterprise itself bred a culture of lawlessness.
