.Peter Sands is right. if the next pandemic hit tomorrow, there is still no mechanism for funding RESPONSE. Pandemic Fund doesn’t cover that, WB structures aren’t fit for that purpose, we need a legally binding agreement to fund, at least, as much as countries put into ACT-A
