Hardly any of the verbs in the latest draft global stocktake text at #COP28 actually *ask for action* It's all "notes", "recognises" etc etc, with a few weak "invites"and only a very few slightly stronger "calls on" (most "requests" go to the secretariat or similar)

We are happy to support this important call to Rishi Sunak UK Prime Minister. Ultra-processed foods now make up two thirds of the average child's diet in the UK. Urgent government action is needed to make sure all children can choose to eat healthy nutritious foods.
