In 1859 the Arkansas General Assembly banned the residency of free black people anywhere within the bounds of the state. All but 144 of an estimated total of 700 free black people fled their homes and became refugees.

Arkansas (1850): 'If a free person by speaking or writing, maintain that owners have not right of property in their slaves, he shall be confined in jail not more than one year...'
