While we wait for the CLA’s 41.18 reportback (nearly 300 days overdue), we continue to see that not only is LAMC 41.18 a failed policy, but it costs Angelenos dearly, both in dollars and in immeasurable violence.

Homelessness and the carceral state are inseparably intertwined. State and local governments are ramping up punitive responses to homelessness and poverty that further cement these ties. We need to break the cycle.
