Current law allows local law enforcement agencies to report to the federal government when they arrest a person that is unauthorized to be in the United States. A bill heading to the governor would require it in Tennessee.

I'm so humbled that my latest piece, Privacy and the Impossiblity of Borders, is forthcoming in the UCLA Law Review.

In the piece I argue that a robust conception of privacy, essential to the protection and vindication of rights for all people, is incompatible with borders.
