One can dispute whether the ICC position on this issue is correct . If one were consistent on that point (notably, Germany welcomed the Putin warrant and indicated it would execute it), one might assert a conflict of IL duties (under the ICC framework and under PIL). 1/4

BIG mistake by Russia! It voted for Res. 2774 which has new formulation "Russian Federation-Ukraine conflict" (as noted by SwitzerlandUN) thus admitting it is a "party" to a "dispute". This legal determination in 2774 means now Russia MUST abstain on Ukraine Ch VI votes per Art.27(3)
