1. Eerst het zoet dan het zuur. De regering gaat het eerste jaar geld uitdelen (7,4 mrd budgettaire verruiming in 2025) en gaat pas daarna bezuinigen. De timing is saillaint. De politieke pijn van ingrepen in publieke sector wordt uitgesteld.
