Privatising doesn't automatically guarantee better management. It'll only help to divert more money from the poor to another 1-percenter.

My ideal solution to this problem involves a central accountable person at the GMC that can be emailed every single time such an event happens, in every setting across the UK, with a third party (BMA?) copied in. There is at present no accountability whatsoever for this.
