Rest in peace Evan Stark. He did so much good work. He was unafraid to challenge inadequate status quos. He was great company, witty, direct & a risk taker. I think he might have upset some people along the way. That might be the price sometimes, of significant learning.

This! It drives me slightly mad that there is this suggestion that this is new - CSC & police have always been able to get share information regarding a perpetrator’s past where they pose a risk. They often chose not to - this, sadly hasn’t changed.
