News yesterday that DBT has sent new guidelines to the HSS; a new process will exist for cases where a shortfall has not previously been identified. Claims will be considered on โ€˜the basis of evidence availableโ€™ which doesnโ€™t bode well for cases where records have not survived:

According to the PAC report on DBTโ€™s accounts, the Department should have notified Parliament of the financial commitments it made to the PO in its Letter of Support of December 2024. DBT had declined to do so on the grounds of its commitments being neither novel nor contentious:
