Alcohol regulation is to: 1. Protect youth & by/outstanders' suffering from other people's consumption, 2. By limiting overall consumption promote public health, incl prevent cancer & other diseases
3. Prevent/mitigate excessive use
4. by 1-3: limit suffering & public costs
