NEW: The DC Council just passed the ROAD Act on its final vote. The ROAD Act makes needed changes to ensure youth committed to DYRS are less likely to reoffend. This is a critical step to drive down recidivism, improve outcomes in our juvenile justice system, and make DC safer.
