The Irish famine is critical here; so is Peel's commitment to low and stable food prices, which he thought economic growth was based on. Thus, whenever there was a downturn in the 1840s Peel reacted by cutting tariffs to get economic growth restarted.
Christopher M. Meissner Douglas Irwin Stephen Redding Important, when considering timing of Repeal, to also factor in the Great Irish Famine (as Ireland was part of the UK at this point and one of the three main budget items) and the pressure the Famine put on the UK public finances. Charles Read is good on this.
