At UHF, Jim played a key role in establishing the Medicaid and Quality Institutes. He chaired the Kaiser Commission on Medicaid and the Uninsured, helped create the National Quality Forum, & served as NYS Assembly Majority Leader, to name just a few of his many accomplishments.
