During the House debate on H.R. 6500, the AGOA Extension Act, Rep. Lloyd Doggett pointed out that the bill in its current form gives the executive branch authority to determine eligibility. Last month, the USTR stated it is “happy to consider [separating South Africa and AGOA].”
