Most of the time, prisioners serve sentences outside of their hometown. Counting prison populations where they are incarcerated artificially inflates district populations where prisons exist and deflates district populations in prisioners' hometowns.

My guy, 10 of the 26 pages are filled with striken text (language currently in the constitution that would be removed if the amendment passes). Those 10 pages, unlike the other 16, are not formatted, meaning more words are on them. The new text is about as long as the old text.
